Toronto as a Global City: Scorecard on Prosperity

On April 7, 2009 the Toronto Board of Trade released Toronto as a Global City: Scorecard on Prosperity, a landmark report that measured — for the first time — the performance of the Toronto region against 20 other great global cities. This breakthrough study measured Toronto and its urban counterparts worldwide on 25 different economic and labour attractiveness indicators. It also included the first-ever analysis of the city of Toronto’s performance relative to surrounding municipalities.

The Board commissioned the Conference Board of Canada, a recognized leader in benchmarking research, to undertake this study. The purpose of the Scorecard on Prosperity is to take a reliable measure of Toronto’s place in the world, not only by measuring present performance but also by tracking the city's progress over time. The inaugural Scorecard highlighted the areas in which Toronto has excelled — and where we have lagged behind.

The results of Scorecard 2009 revealed:

  • The Toronto region performed well in the previous few years but did not made the most of prosperous times
  • Among all the urban centres evaluated, the Toronto region tied for fourth, earning an overall “C” grade alongside London, New York and Boston
  • The Toronto region performed well on labour attractiveness but poorly on the economic indicators
  • Compared to surrounding municipalities, the city centre emerged as the more attractive place to live, but its economic number fell behind
